Experts Tell Philips Webinar Audience that Global Payment Systems are Coming

Federal and state policymakers seeking fresh tools for constraining health costs are turning to a new version of an old payment system—capitation, according to experts on the latest installment in the Philips Healthcare “Reimbursement Simplified” Webinar Series.
The new approach is referred to as global payments, in which hospitals and doctors are paid a combined fee for providing all the services a patient needs for a specified period of time, such as a month or a year. A special health care commission in Massachusetts has recommended that such a system be used to reimburse providers under the state’s health insurance coverage program—thus totally replacing the current fee-for-service structure. At the federal level, the global payment approach is embodied in health reform bills now being discussed in Congress for the nation as a whole.
